Having worked in both the public and private sector, Joe’s unique background allows him to effectively seek change – and most importantly – produce results.
Prior to joining Larr Policy Consulting, LLC, Joe was responsible for managing government affairs at TimkenSteel Corporation, one of Ohio’s leading manufacturers and one of the largest consumers of electricity and natural gas in the nation. Joe’s government affairs background, combined with his business acumen, allowed him to successfully lead the implementation of a strategic procurement plan for energy while effectively advocating for state and federal policies that helped manufacturing thrive in Ohio.
Respected by his peers, Joe also served in the top leadership roles of some of the most influential statewide business organizations. Prior roles include President of the Ohio Energy Group (OEG), Chair of the Ohio Chamber of Commerce’s Energy & Environment Committee, and Chair of the Ohio Steel Council’s Government Affairs and Energy & Environment Committees.
Prior to joining TimkenSteel, Joe served as the chief policy advisor for Ohio Congressman Bob Gibbs in Washington, D.C. In that role, he implemented a comprehensive legislative strategy for the Congressman’s position on the House Transportation & Infrastructure Committee, including his Chairmanship of the House Water Resources and Environment Subcommittee. Joe was directly involved in drafting, planning, and successfully passing six bills to amend U.S. EPA regulatory programs under the Clean Water Act through the Committee, as well as the “Water Resources Reform and Development Act of 2014” (WRRDA).
Earlier in his career, Joe managed state and federal grassroots advocacy for a multi-national financial services company, launching campaigns in more than thirty states. Additionally, he served as the Grassroots Coordinator for the Ohio Chamber of Commerce, where he created the Chamber Action Alliance (CAA), the first-ever outreach program to engage local chambers of commerce in state policy initiatives. Joe also has political campaign experience, having served as regional political director for a nationally-targeted congressional race in Ohio, where he oversaw voter outreach programs for a six-county region.
Joe began his career as an aide in the Ohio House of Representatives, serving in the offices of Ohio State Representative Bill Seitz and Speaker Pro Tempore Chuck Blasdel.
A native of Ohio and graduate of The Ohio State University, Joe has called the Buckeye State home for most of his life, along with his wife Sara and his loyal basset hounds Linus and Lenny.
